Job Description

The primary purpose of this position is to perform staffing duties, staffing record keeping functions to assist the Director of Nursing in meeting the staffing needs of the facility in accordance with current applicable federal, state, and local standards, guidelines and regulations, and as directed by the Director of Nursing or Executive Director, to assure that proper staffing requirements are maintained at all times.This position will also plan, organize, develop, and direct the Purchasing Program in accordance with current applicable federal, state, and local standards, guidelines and regulations, and as may be directed by the Executive Director, to assure that the highest degree of quality resident care can be maintained at all times. 

Essential Job Functions Duties and Responsibilities. Staffing Functions

1.     Ensure that the facility is adequately staffed to fulfill residents needs.

2.     Consult with the Director of Nursing concerning staffing needs to assist in eliminating/correcting problem areas, and/or improvement of services.

3.     Performs daily and monthly staffing in accordance with management instructions.

4.     Create and present staffing reports to the Executive Director on a timely basis.

5.     Maintain attendance records accurately and timely and reports concerns to the Director of Nursing.

6.     Assist in developing, implementing and coordinating staffing procedures.

7.     Schedule appointments, answer phones, etc. Keep the staffing needs met as directed.

8.     Audits nursing personnel time accurately and timely.

9.     Maintain a work environment that is clean and presents a professional image.

10.  Attend and participate in in-service training programs to meet state, federal, and company requirements.

Supply Functions 

1. Plan, develop, organize, implement, evaluate and direct procurement programs and activities. (Includes departmental policies and procedures, job descriptions, etc.) 

2. Select vendors/suppliers in accordance with established policies and procedures. 

3. Ensure all purchase orders are properly prepared, signed, submitted and filed as required. 

4. Ensure all telephone orders are confirmed with a written purchase order. 

5. Prepare and submit invitations to bid for major equipment. Recommend best bids to the Executive Director. 

6. Prepare correspondence and claims concerning damaged merchandise, errors in shipment, etc., and return to vendor as required. 

7. Maintain a reference library of written material, laws, procurement manuals, etc., necessary for complying with current standards and regulations, and that will assist in purchasing quality supplies and equipment. 

8. Participate in research and demonstrate new products/equipment for the facility as approved. 

9. Organize/supervise storage, control and issue of supplies and equipment in accordance with established policies and procedures. 

10. Ensure inventory is updated, as required, when receiving/issuing supplies and equipment. 

11. Ensure various departments are properly charged with supplies and equipment they have received for cost allocation purposes. 

12. Ensure that vendors provide appropriate material safety data sheets (MSDSs) in accordance with current OSHA regulations and the facility's policies and procedures. 

13. Notify appropriate department when special orders have arrived. 

14. Assist in the development of all department budgets. 

  Equipment and Supply Functions 

1. Ensure that all storage areas are clean and properly arranged at all times. 

2. Review requisitions from departments for routine supplies and equipment in accordance with established policies and procedures. 

3. Identify and obtain approval for purchasing major equipment for your department in accordance with established policies and procedures. 

4. Order sufficient quantities of common items/supplies to maintain adequate stock levels at all times. 

5. Pick up excess supplies or deliver/dispense supplies.

Job Requirements

Must possess the ability to make independent decisions, follow instructions, and accept constructive criticism. Must be able to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel, and the general public. Must be able to work with ill, disabled, elderly, emotionally upset, and potentially hostile people within the facility. Must be able to speak, write and understand English in a manner that is sufficient for effective communication with supervisors, employees, residents, and families. 

Prefer purchasing experience in a health related facility.  Must have training in cost control and inventory management. Familiarity with staffing processes and procedures preferred.
